PRETTY MUCH WHAT IT SAYS ON THE TIN, Cat's reflexes have been amped up to MAXIMUM POWERCAP. He'll now also land on his feet almost all of the time, or at least feet + hand. MAXIMUM GRACEFULNESS!

Basically you're limited to being slightly above human. So, stronger than peak human but not by too much. A speedster might be able to move almost faster than the eye could see but still be trackable by the human eye. Someone with superhuman strength might be able to lift a smartcar, but not an SUV. That sort of thing.
